If the planning gains monies were not included, can it be confirmed if the monies are still available and if the monies are not available can details of where this money was spent be provided. *Response to requests* The Council has searched its records and has located the information that you have requested as detailed below. a) The Council can confirm that the £34,500 planning gain money was used towards the AHMP renovation works. b) The £100,000 budget was made up as follows; £17,000 Parks Infrastructure Capital Budget, £48,500 Stonehouse Lifestyles Capital Budget, £34,500 Planning Gain as referred to in a) above. c) Breakdown of the Works are as follows: · Installation of the toddler play area and upgrade of the middle play area; works include demolition, ground works, artificial surfacing preparation, uplift and installation of equipment and safer surfacing, soft landscaping and fencing. These works came to the value of £51,749.94 and include materials and labour but exclude equipment as this was purchased from revenue budgets. · Tarmac path repairs £4,175 · Repairs and reinstatement of retaining walls £25,833 · Total spend to date £81,757.94.The balance of £18,242.06 from the capital budget has been identified for the provision of an outdoor gym to be located within the park and will be installed later on this summer. d) The planning gains monies were included as noted in a) above. In addition to the works detailed in c) above, the play equipment and new benches for the project were purchased out of Facilities Waste and Ground Services revenue budgets to the value of £ 21,200 (play equipment) and £ 7,920 (benches), taking the total spend in the park to £129,120. A question was asked if this included the £35,000 of planning gains which had been obtained from previous planning applications and "Ring Fenced" for use in the village. ( A copy of the planning gain letter was included in the email trail attached which was sent to all elected members on 22nd July 2012.) Councillor Cooper stated that she was not aware of the planning gain money of £35,000 and that this was not included in the total funding. Community council secretary asked Councillor Cooper "if this was not included in the spend for the park what was it spent on and if not spent who held the monies ". In essence I now direct the following question(s) to all elected members and the appropriate departments to clarify the position: a) Was the £34,500 pounds obtained from Planning gain used in the Alexander Hamilton Memorial Park renovation works. b) What budgets or funding streams constituted the make up of the £100,000. c) Can a breakdown of the £100,000 spend in the park be provided . This money as far as I am aware has not been spend and the community council sought some local youth organisations to take on board getting a timer fitted to the lighting system at the running track which could be set during the winter to give groups the opportunity to use the hard play area and running track up to 9.30 or 10pm before lights cut off automatically. As far as I am aware no group took up this offer, and this money has never been spent unless any of the previous term councillors can advise otherwise. This information was also provided to some toddler groups who were interested in equipment for the park. The following link is to russel play equipment http://www.russell-play.com/product prices were obtained for some prodcuts but I have not retained these. I am sure Ian Guild can check costs out. The availability of the money was also passed to Iain.
